Cancellations and Non Attendance
Portsmouth Safeguarding Children Partnership (PSCP) would like to provide a training programme which is accessible, meaningful and relevant to the workforce in Portsmouth. Part of doing so incorporates providing a sufficient amount of courses to meet the demands of the workforce. Unfortunately, we do experience a significant problem with non-attendance and late cancellations. The impact of this is significant in being able to provide the range of topic based safeguarding courses professionals require.
Cancellations
As demand for PSCP courses is high and some applications may be unsuccessful, early cancellation is important in order that the place can be offered to another participant.
Delegates are able to cancel their own place 3 days before the course date by logging into PSCP events page here – pscptraining.portsmouthscp.org.uk
If delegates wish to cancel their place less than 3 days before the course date they must email us at pscptraining@portsmouthcc.gov.uk. Delegates are unable to cancel their own place with less than 3 days to go.
If we are given less than 3 days' notice of cancellation, the full charge of the training will be made. This applies to both partners and non-partners.
Please note, the PSCP will not issue a refund if you cancel your place with less than 3 days' notice.
Charging / Non Attendance
You will receive an email confirmation twice between booking onto the course and before the course event day. You will receive and email 10 days and 3 days prior to the course date.
However, if you do not attend a course that you have booked on to, we will email you and your manager/finance team (you would have given us these details when you created an account to book onto our events). If you paid for the course, this will not be refunded.
If you work in an Education / Early years setting, there is a charge of £85 per day for the following courses:
Core training course which are chargeable:

- Child Protection
- Safeguarding Supervision
- Facilitated Action Learning Sets
- DSL coaching supervision
Courses with zero cost:
- Working with Exploited and Vulnerable Children
- Adverse Childhood Experiences (ACEs)
- LADO Workshops
- Hampshire Harmful Practice Webinars
- All Restorative Practice Courses
- Exploitation Masterclasses
- All DSL Masterclasses & Networks
- DSL face to face training
- Any other courses / briefings / workshops which are offered free of charge
Early Years Settings can access Basic Safeguarding Children Training FREE OF CHARGE through the Early Years Department at Portsmouth City Council. If a place is booked and attended through PSCP there will be a charge of £37.
Unforeseen events/exceptional circumstances
We understand that unforeseen events/exceptional circumstances can lead to cancellation or non-attendance, in which case, the PSCP may consider a refund request or to waiver the nonattendance fee. You must request a refund at your earliest opportunity by emailing pscptraining@portsmouthcc.gov.uk The PSCP Training Manager will use their discretion in deciding whether a refund will be issued.
In such circumstances endeavours will be made to re-book a place on another occurrence.
In the event where the PSCP Training Manager agrees to a refund and the delegate does not wish to re-book the full amount will be refunded.
PSCP Training Cancellation
Due to unforeseen circumstances such as trainer illness or adverse weather conditions, on rare occasions, the PSCP Training Manager may be required to cancel training with limited notice. If this occurs future course dates will be offered with priority booking. Otherwise we will refund delegates’ training charge but not reimburse other costs incurred by organisations, such as, those incurred in releasing staff to attend courses or travel expenses. Courses may be cancelled if low numbers are scheduled for attendance, in this instance ample notice will be given to delegates.
Data Policy
The information you provide when booking onto courses with PSCP will be retained for 10 years. With your consent at booking, you will receive communication and marketing information relating directly to the PSCP training and briefings. The consent given will cover a 2 year period. The on-line booking system will automatically send a reminder email at 22 months to request further consent for the following 2 years.
Evaluation Policy
An essential part of quality assuring the training provided by PSCP is to evaluate the impact on practice. Mechanisms are in place to support the collection of information from delegates booking on courses:
- All delegates will need to complete a pre-evaluation on-line when booking onto a course. Bookings will not be completed without this.
- On completion of the course and prior to being able to access certificates and / or course material delegates will be required to complete a post course evaluation.
- Delegates will be asked to give consent for future evaluation at 3 and 6 months.
Managers may be contacted to evaluate the impact of training on practice at 3 & 6 months post course attendance.

Safeguarding Children & Restorative Practice Training Programme
Charging Policy April 2024
PSCP provides multi-agency and single agency training for the workforce in Portsmouth. The cost of training events is provided in this document.
The programme is part funded by PSCP partner agencies. Private organisations and education providers including schools, colleges and early year's settings are charged for attending training. Education providers are invited to access discounted rates through the Traded Services website. Organisations who have not signed up to Traded Services Agreement will be charged per delegate per course.
Safeguarding Children courses and bespoke training courses delivered on a single agency basis will be charged as per charging policy, this includes Inset training for schools.
PSCP training terms and conditions includes information on charges for non-attendance and applies to courses which are advertised at zero cost. This charge has applied to all agencies since the 1st of July 2023.
For face to face and virtual training events, an invoice will be issued to the employing organisation following the training event finish date. For schools and Early Years Settings this will be done through the Traded Services Website
Once a course booking has been confirmed you are agreeing to be charged for the course and will be invoiced accordingly.
- Full day training course £85
- Half day training course £37
Organisations who have bought packages through Traded Services will be able to access all training free at the point of delivery. When accessing standard full & half day training virtually, this will come off the allocation in line with the package T&Cs.
The demand for this training programme is ever increasing and there are more organisations accessing this training. As such, we need to reduce the instances where people do not attend the training and have not cancelled in ample time to allow others to take their place. Please be aware of our cancellation policy. If we do not receive 2 working days’ notice for non-attendance, your organisation will be charged the full price of the course.
We realise that there may be exceptional circumstances, such as illness, which lead to a short-notice cancellation and this will be taken into consideration. At the discretion of the training team, the delegate's space on the course can be substituted with a colleague of the same organisation. The line manager needs to inform us of their intention to do so and contact pscptraining@portsmouthcc.gov.uk
For virtual training events the trainer in charge will ensure all delegates who attend the full course will be registered as attended. For face to face training delegates must ensure that they sign the register at the start of each training course to avoid any unnecessary charging.
Portsmouth Safeguarding Children Partnership reserves the right to cancel a course. We make every effort to ensure this does not happen and delegates will be offered the next available date.

Training for Out of School Settings (OOSS)
PSCP provides safeguarding training for OOSS - this is for organisations or individuals who provide community activities, tuition, or after-school clubs for children.
OOSS safeguarding training is free of charge. Following attendance at the OOSS safeguarding training delegates are entitled to attend the PSCP Basic Safeguarding training FREE OF CHARGE.
Training for Early Years Sector
All PSCP training is open to all those working with children 0-5 years old. There is a charge to this sector for accessing our 'charged' courses including Basic Safeguarding Training. However, all Early Years Providers can access Basic Safeguarding training through EY Workforce Development Team at Portsmouth City Council free of charge. To access the free Basic Safeguarding training Early Years providers must book through the Early Years Portal (EYP). If Basic Safeguarding training is booked and attended through PSCP there will be a charge incurred.
Costs for Inset training in schools:
- Typically Inset training is 3 hours for the Basic Safeguarding Training package
- Depending upon the needs of the school the 3 hours training can be adapted and flexible in content, meeting the learning needs of the staff / school
- Inset training can be delivered to the whole school or to smaller groups depending upon needs
- Cost for Inset training vary according to numbers of delegates and the number of trainers required
- If schools request the session for less than the standard three hours, the charges will remain the same

Governor Safeguarding Training:
- For those schools who have bought a training package through Traded Services and / or who have paid for an Inset Training from PSCP in the last 3 years there will be no charge for Governor Training
- For schools who have not bought a training package Traded Services or had Inset training from PSCP there will be a charge for Governor training.
- The cost for Governor Training is £150 / session
Bespoke training:
- Bespoke training is available to all organisations within Portsmouth
- All bespoke training is chargeable for private organisations, education providers (including schools, colleges and early years settings) and the voluntary sector.

Private organisations and education providers including schools, colleges and early years settings are charged for attending training. Organisations who have not signed up to Traded Services Agreement will be charged per delegate per course.
Voluntary Sector organisations can access multi-agency training free of charge. As above, there are costs for voluntary sector organisations for bespoke training.
